In 2000, the Community Affairs Division created a unit to work with immigrant populations. The unit is called the “Limited English Proficient Language Access Unit (LEPLAU).” LEPLAU Community Liaison Officers work with specific identified minority populations. Presently the unit has officers assigned to work with the Korean, Chinese, and Islamic Communities. We are in the process of acquiring an officer to work with the Hispanic Communities of Baltimore City.
The unit monitors the growth of Limited English Proficient (LEP) communities with districts. Once communities are identified they review the nature of the programs, activities or services offered. The more important the program or the greater the possible consequence of police contact with the LEP community, the greater the need for language-accessible services.
