Baltimore Police Department, City of Baltimore and Fraternal Order of Police Reach New Labor Contract Agreement

Baltimore, MD (December 19, 2024) — The Baltimore Police Department (BPD) is pleased to announce that the Fraternal Order of Police (FOP) has approved a new labor agreement, which will provide salary increases for current members along with one-time bonuses for eligible officers. The FOP ratified the new collective bargaining agreement with the BPD and the City of Baltimore in November by a majority vote and the contract was approved on the December 18, 2024, Board of Estimates Meeting.

“This contract is a significant step in our commitment to supporting our officers and retaining the best and brightest in our department,” said Police Commissioner Richard Worley. “We remain dedicated to providing our members with the essential resources and fair compensation they need to protect and serve our great city. The dedication and hard work of our officers are evident every day, as together, we continue to reduce violent crime and make Baltimore safer.”

As part of the new contract, a new patrol shift is being created to provide additional coverage during high call times. This new shift, the David Shift, will increase the number of patrol officers on the street and will add additional officers working each day during evening hours.

“This new contract agreement raises salaries and strengthens our efforts to retain the brave men and women of our Police Department so that we can continue doing the important work of better serving the residents of Baltimore and keep building stronger relationships with every community,” said Mayor Brandon M. Scott. “As we continue to achieve historic reductions in gun violence and improve public safety in our city, the hard work of our public safety officers is a critical component. This contract will allow us to continue to be innovative as we work to retain and recruit the best and brightest to serve our city.”

The new contract is also designed to incentivize retention for experienced officers. In addition to salary increases, the contract includes expanded union representation for members, the addition of Juneteenth as an official holiday, adjustments to policies on canceled days off, and a return to rotating shifts to support officer work-life balance and operational efficiency.
