BPD announces illegal scooter enforcement, citations

Baltimore, Md. (September 27, 2024) – In response to recent increases in traffic violations and incidents involving illegal scooters, the Baltimore Police Department (BPD) launched an enforcement initiative, with the assistance of Maryland Transit Administration Police, focusing on unregistered motorized scooters.

During this initiative, which took place in mid-September, BPD’s Motors and Inner Harbor Units issued 42 traffic citations and towed 25 illegal scooters lacking proper registration, licenses, and insurance.

Leading up to this enforcement action, officers had been providing warnings and educational materials to scooter operators to promote compliance with state laws. Violations observed included driving in bus lanes or on sidewalks, speeding through traffic, and various parking infractions. Additionally, BPD is investigating 19 reported incidents of scooter-related robberies and carjackings.

“While this enforcement is part of our ongoing traffic initiative aimed at reducing accidents and addressing traffic violations, it also plays a crucial role in our investigations into robberies and thefts,” stated Commissioner Richard Worley. “It is concerning to see scooters maneuvering recklessly in traffic, operating without proper registration and equipment, and being involved in criminal activities as both victims and suspects. We remain committed to enforcing Maryland Vehicle Law and enhancing community safety.”

To date, two individuals have been arrested in connection with scooter-related robberies, and further investigations are ongoing.

The BPD recognizes that many of these unregistered vehicles — including minibikes, mopeds, and all-terrain vehicles — pose significant traffic safety concerns for our community.

In response, officers will continue to patrol popular areas, warning operators without proper licenses and registration, while citing repeat offenders. Additionally, the department and our law enforcement partners, continue to address illegal dirt bike activity and car club gatherings.
