Southeast District Homicide Arrest

In reference to the homicide that occurred in the Southeast District on February 2, 2025, investigators have arrested 33-year-old Sean Lloyd of Baltimore.

Investigators learned that Sean Lloyd had fatally shot 37-year-old Troy Kavanaugh while in the 2500 block of East Biddle Street, following a dispute.

On March 21, 2025, Warrant Apprehension Detectives arrested Sean Lloyd without incident, transporting him to the Central Booking Intake Facility where he was charged with First Degree Murder.

Southeast District Homicide Investigation

On February 2, 2025, at approximately 3:15 p.m., Southeast District patrol officers responded to the 2500 block of Biddle Street to investigate shot-spotter alerts.

Upon arrival, officers located a 37-year-old male victim suffering from apparent gunshot wounds to the body. The victim was transported to an area hospital and was pronounced deceased by hospital staff.
