Management Services Division

The Management Services Division is comprised of Fiscal Services, Human Resources, Asset Management, the Equal Opportunity and Diversity Section, and Employee Health and Wellness Section. The mission of the Management Services Division is to support and serve the Department in meeting its mission in making Baltimore a safer City.  We do this by delivering solutions that engage fiscal responsibility; promote efficiency in the use of Department resources; attract and retain talented professionals; encourage employee well-being; and foster a fair and inclusive workplace.  We value exceptional service, integrity, accountability, respect, and teamwork.The Division is headed by the department’s Chief Financial Officer, who reports directly to the Police Commissioner.

The primary functions of the Management Services Division include administrative oversight of the department’s most critical resources – its employees; its budget; and its buildings, equipment, and other assets. Altogether, the purview of Management Services Division includes approximately 3,000 employees; a $480.7 million dollar budget; 25 building facilities; an expansive fleet of 1,300 vehicles; and procuring, maintaining, and distributing the equipment essential to the department’s sworn and civilian employees.

The Management Services Division regularly works with the Mayor’s Office, Department of Human Resources, Department of Finance, Department of General Services, and various other city agencies to advance the mission of the Police Department. The vision of the Office of the Chief Financial Officer is to engage and promote fiscal responsibility and exceptional customer service delivery through continuous business process and improvement.
