The Baltimore Police Department's LGBTQ Liaison Officer works out of Baltimore Police Headquarters and is assigned to the Youth and Community Division.
The Liaison Officer’s Duties Include:
- Working closely with the LGBTQ community on a variety of community-related events and issues
- Attending the LGBTQ Advisory Council Meetings
- Coordinating BPD participation in LGBTQ-related and PRIDE events throughout the region
- Responding to all "Safe Place BPD" website requests and inquiries
- Monitoring all LGBTQ-related crime statistics and responses

Kevin Bailey joined the Baltimore Police Department in 2000 and holds the rank of Sergeant. He serves as the department’s LGBTQ and Hate Crimes Liaison in the Youth and Community Division. Over the course of his career, Sergeant Bailey has served in various patrol assignments in the Central District, Southeastern Districts, and at the Professional Development and Training Academy. He holds of Bachelor of Science in Criminal Justice from Walden University. Sergeant Bailey shares strong relationships with his husband and daughter, who along with his police family are extremely proud of Sergeant Bailey’s hard work and accomplishments.
