The Consent Decree requires that the City coordinate with the Collaborative Planning and Implementation Committee (CPIC) to conduct an assessment to identify gaps in the behavioral health service system, recommend solutions, and assist with implementation of the recommendations as appropriate. To that end, the City contracted with Human Services Research Institute (HSRI) to perform key stakeholder interviews, analyze a sample of police interactions with individuals with behavioral health disabilities or experiencing crisis, how police became involved, what could have precipitated or prevented the crisis, and - ultimately - how crisis response could be improved in Baltimore. In addition to analyzing gaps in Baltimore's public health service system, the Gaps Analysis offers recommendations for a more robust system of care.
