To ensure that the BPD is on the path towards compliance with the Consent Decree, the court-appointed Monitoring Team will conduct outcome assessments to measure reform. The Department’s updated policies and procedures shall be evaluated on whether they are producing a beneficial effect on policing in Baltimore City. The Monitor will conduct the following outcome assessments to assess the satisfaction of the following reforms:
- Overall police services
- Trustworthiness
- Engagement with the community
- Effectiveness
- Responsiveness
- Interaction with youth
- Misconduct investigation and discipline systems
- Interactions with African Americans, Hispanic Americans, the LGBTQ community, and other significant and distinct groups within the Baltimore community
