Providing Compassionate Support to Victims and Survivors in Baltimore
The Victim Services Unit offers trauma-informed, culturally sensitive and survivor-centered services to individuals and families impacted by crime. Our specialized teams are dedicated to ensuring that all victims receive the support, resources and information they need to navigate their healing journey.
Mission Statement: The mission of the Baltimore Police Department Victim Services Unit is to provide comprehensive, compassionate and on-call services to victims and survivors of violent crime.
Unit Organization

Violent Crimes Team
Who we serve: Families of Homicide Victims, Non-Fatal Shootings and Felony Aggravated Assault Victims
Our Violent Crimes Team is dedicated to providing compassionate support to victims and families affected by homicides. Team coordinators reach out to offer guidance, resources and care during an incredibly difficult time.
Bilingual Victim Services Team
Spanish-Speaking Support Across All Crime Types
Language should never be a barrier to receiving help. Our bilingual team serves Spanish-speaking victims involved in violent and family-related crimes. This team ensures clear communication and culturally competent care at every step of the process.
Special Victims Team
Intimate Partner Violence, Sexual Assault and Human Trafficking Survivors
Our Special Victims Team specializes in supporting survivors of some of the most traumatic crimes. Using a survivor-centered and trauma-informed approach, we assist individuals in crisis and guide them toward safety and recovery.
We empower survivors while ensuring they’re supported throughout the criminal justice process.
Witness Relocation Unit (WRU)
Safety and Security for Victims and Witnesses at Risk
The Witness Relocation Unit helps relocate victims and witnesses who face threats due to their involvement in a criminal investigation. Detectives must submit a formal Threat Assessment to initiate WRU services. Our top priority is ensuring the safety of those cooperating with law enforcement.
Services

Initial Contact & Support -- In-person or telephone outreach to explain available victim services and assess immediate needs.
Crisis Intervention -- Immediate emotional support to help stabilize and guide victims through trauma.
Victims’ Rights & Legal Information -- Clear explanations of victims’ rights, available protections and legal processes.
Safety Planning -- Customized strategies to enhance the victim’s personal safety and well-being.
Protective Orders & Court Process Guidance -- Step-by-step information on how to obtain protective orders and what to expect in court.
Court Accompaniment -- In-person support during court proceedings to ensure victims are never alone.
Resources & Referrals -- Connections to emergency shelter, counseling, medical care and other critical services.
Investigative Updates -- Ongoing communication about the status of the case and next steps.
Transportation Assistance -- Help with getting to court, counseling appointments or other essential services.
Advocacy & Intervention -- Support in communicating with employers, schools, landlords and service providers.
Victim Compensation Support -- Assistance with completing and submitting claims for financial support through state programs.
Interpreter & Translation Services -- Access to certified interpreters to ensure language is never a barrier to justice.
