District Information
The Northern District has some of the most affluent neighborhoods in Baltimore, including Roland Park and Guilford. Other notable neighborhoods include Hampden, which hosts the annual “Hon Fest,” and Charles Village, home to The Johns Hopkins University Homewood Campus. Other institutions of higher learning in the district are Loyola University Maryland and the Notre Dame of Maryland University. The Maryland Zoo, located in Druid Hill Park, is considered the country’s third-oldest zoo and is known for breeding the largest number of African black-footed penguins in the country.

Major Jeffrey Shorter

Major Jeffrey W. Shorter is a Baltimore native, he has served with the Department for more than 25 years.
Prior to being promoted to Major, he served as the Executive Officer of the Northern District. He has also served in the Eastern District, Northeastern District, Western District, Public Housing Task Force, Internal Affairs, and Community Collaboration Unit. He was previously the commanding officer of the Northeastern District.
Major Shorter has earned an associate’s degree from Baltimore City Community College, a Bachelor of Science from Coppin State University and a certificate from the University of Maryland University College in leadership and management. He is also a member of the Prince Hall Masons.
Captain Keira Saunders

Captain Keira Saunders has been a member of the Baltimore Police Department for more than 20 years. Born in Massachusetts, she was raised in Laurel, Md.
Her previous assignments include shift commander in the Northern District, the Southeastern District, Southwestern District, Northwestern District, Northeastern District, Organized Crime Division, Special Enforcement Team and the Education & Training Section.
She has earned an associate’s degree from Howard Community College, a bachelor’s degree in criminal justice from the University of Baltimore and a master’s degree in management from Johns Hopkins University. She also holds a certificate in criminal justice leadership from the University of Maryland University College. She was a member of the BPD Honor Guard.
