Taking the Police Exam Administered by the National Testing Network
In November 2018, the Baltimore Police Department made the switch from the written civil service test, to a modern, computerized exam administered by the National Testing Network virtually and in 28 states, reducing travel costs and time for long distance applicants.
As part of the application process, each applicant must take and pass the National Testing Network police exam.
When must I sign up for the test?
You must sign up and take the NTN test within 30 days of being approved to take it by the BPD Recruitment Section.
How do I sign up for the test?
Go to www.nationaltestingnetwork.com
Select “Find Jobs” at the top and then select “Law Enforcement Jobs” from the dropdown menu
Go to “Maryland” and select the position you want within the Baltimore City Police Department.
Scroll down and select the red “Continue” button
At the prompt, select “That is all I want” or add more positions
Thoroughly review the information, including minimum requirements, salary, and benefits
If you qualify, select “I qualify. Continue.” and select the red “Continue” button
Select your preferred location
When the reminder about the physical agility exam appears, select “Continue” on the prompt, and then select the red “Continue” button
Select a testing day and time and then select the red “Continue” button
Select the red “Continue” button.
Register for a new account or log in if you are a returning user
If you are registering for a new account, complete the information form and select “Create Account”
Select “I agree. Continue”
Please note: The test is FREE for Baltimore residents. The test fee is $27.50 for Maryland state applicants and $55.00 for out-of-state applicants.
How much does the test cost?
A credit card is required at signup.
Baltimore City residents: The test is FREE
Maryland State residents: The test is $27.50 (credit card required)
Out-of-state residents: The test is $55 (credit card required)
*Financial hardship waivers are available as needed
Where do I take the test?
The WAQ must be taken prior to your test date and can be taken on any computer when you register for the test. The WAQ is timed and takes about an hour to complete.
The reading and writing ability test and the video-based multiple-choice test is administered by the National Testing Network in 28 states.

What is on the NTN test?
The NTN test has four components:
Work Attitude Questionnaire (WAQ) *this is mandatory and scored*
Video-Based Human Relations and Judgment Exam
Report Writing and Multiple-Choice Writing Test
Multiple-Choice Reading Test
How long does the test take to complete?
The mandatory WAQ takes approximately 1 hour.
The reading and writing ability test and the video-based multiple-choice test, together, usually take approximately 3 hours for candidates.
How is the test scored?
Although applicants receive a percentage score, both the reading ability test and the writing ability test are scored on a pass/fail basis. Successful applicants must pass both the reading ability and writing ability test. Successful applicants must also acquire a passing test score on the WAQ and the video-based multiple-choice test in order to move forward in the selection process.
